Need help making a pew marker for my wedding.....?

I'd like to make something called a pew cone to attach to the end of the pews for my wedding. (a decoration for the pews, like the bows that some people use.) I've only seen one site online on how to make them and was hoping that someone had either made them or knew where to look for info. The cones are made out of a styrofoam cone that is covered with ribbon and has flowers attached to the top. I could probably figure out how to do it by trial and error but just wanted to see if anyone had any experience with this project. This site gives an idea of what they look like-
